To qualify as a refugee, one must have

not considered a reason for granting special status. Persecution is defined
generally as a serious threat to one's life or freedom. Refugee status must
be applied for from outside the United States, and there is an annual quota
established by the President of the United States.
Asylees must meet the same burden of
proof as refugees. Those seeking political asylum must have suffered past
persecution or have a well-founded fear of future persecution in the home
country. One must be on U.S. soil to apply for political asylum. Since political
asylees are already present in the U.S., they do not need financial sponsors.
Additionally, there are no annual quotas for this status.
